The Israeli Forum for the Promotion of Equal Share in the Burden
                           
Position Paper
                                                                
The Israeli Forum for the Promotion of Equal Share in the Burden is a registered non-governmental, social movement promoting social solidarity. It was established because of the stark inequality in shouldering burden of military service, both in the regular, and the reserve army. 34% of the youth due for service evade it thanks to
(a) a sweeping exemption by law for entire sections of the population;
(b) a generous exemption policy by the IDF; and
(c) the disappearance of shame among those who evade service.
It constitutes a blunt case of discrimination between blood and blood, which we will no longer accept.
 
Our goal is social, constitutional, educational, and political change.
 
The Vision of equal Service
All citizens equally offer their military or civilian service, in recognition of the value of service and the special situation of the state, and for the sake of promoting a society of equality and solidarity.
 
The Principles of Equal Service
  1. Every Israeli citizen will participate in shouldering the burden by service.
  2. The service may be military of civil, with preference to the military. Those not conscripted to the IDF will be referred to national or civil service.
  3. He/she who gives more receives more.
 
Objectives
  1. Changing the bill of security service in accordance with the above principles.
  2. The annulment of the Tal bill.
  3. The legislation of a civil service bill and the creation of an authority that will carry it out.
  4. The Legislation of a Military Reservists Bill.
  5. The establishment of a progressive system of compensation, according the nature and duration of service.
  6. The introduction of the value of service into the syllabus of secondary schools.
  7. The creation of core studies, to be includuded in all primary and secondary schools.
  8. The creation of equal, transparent, and solid rules for exemption application from service.
  9. Supervision of exepmtees and the penalization of those who obtain exemption illegally.

July 2007 Recruitment Statistics
 
 
According to IDF data, August 2007 recruitment was the lowest in recent years.
 
About 34% of the youth in the Jewish sector in Israel did not join the army.
In fact, 26% of the male, and 43% females of the age group did not jointhe army.
 
Non-recruited in the Jewish sector (males) in the July 2007 recruit:
40% Haredi Yeshiva students by legal arrangement (13,000).
21% exempted for psychological reasons and difficulties in accommodation (6500).
11% were not conscripted because of criminal record (3500).
14% live abroad (4500).
11% exempted for various medical reasons (3500).
3% released for less than minimum IDF acceptance threshold.
